O autor, serventuário vitalício do Primeiro Registro Geral do Distrito Federal, alega ter pagado o imposto de vencimento conforme a Lei Orçamentária nº 489 de 15/11/1897, artigo 2, regulamentada pelo Decreto nº 2775 de 29/12/1897.
